Since 2008, Barcelona Provincial Council has been the regional coordinator of the Covenant of Mayors, the European and global initiative of local authorities leading the fight against climate change.. That is why Barcelona Provincial Council promotes mitigation projects—to reduce greenhouse gas emissions, decrease energy consumption and promote renewable energies—and also adaptation projects, to assess the vulnerability of territories to the impacts of climate change—such as rising temperatures, droughts and catastrophic weather events—and to make municipalities more resilient.

Local authorities signing the Covenant of Mayors have committed to reducing greenhouse gas emissions by more than 55 % by 2030, to guaranteeing access to clean, safe and sustainable energy for all, and to working on adaptation. To this end, they have drawn up Sustainable Energy and Climate Action Plans (SECAP), which set out the mitigation and adaptation measures to be adopted. Barcelona Provincial Council provides technical and financial support to municipalities in all phases of the process: diagnosis and drafting, execution and implementation of the measures adopted, staff training, monitoring of the plan and communication
