In 2018, the Technical Office for Participation for Local Governments of the Barcelona Provincial Council launched the “Participa311 Platform”, a digital tool for citizen participation developed in an open and collaborative manner, with free and open-source code, and based on the Decidim software. This project, a local benchmark, is based on a multitenant system that allows offering instances (platforms) to local entities in the province through a single original installation.
The platform aims to open a path for direct democracy, deliberation, and collaboration in the design and co-production of public policies, thus facilitating cooperation between citizens (organized or not) and institutions. It allows combining both in-person and digital means to facilitate participation and promote the improvement of democratic quality.
Currently, the Participa311 Platform includes 132 instances, encompassing municipalities within the province of Barcelona, Decentralized Municipal Entities, County Councils, and other types of public bodies. The project hosts more than 1,200 participatory processes, and nearly 280 permanent participation spaces have been created. Around 60,500 people are registered and actively participate through its digital platforms. MORE INFORMATION
